State government procurement is one of the largest drivers in the Victorian Economy. Find out why – and how – you should incorporate social value into your business so you can catch a wave of billion dollar government department and agency spending which will have social enterprise procurement as a priority.
The new whole-of-government ‘Social Procurement Framework’ will see 300 government departments and agencies incorporate social procurement into their tender and contract spending, starting in September 2018. This is just one of two major structural transformations happening to social procurement you need to be aware of.
The other is GROW, a regional collective impact initiative, currently with over 80 signatory organisations, among them a range of large buyers, who include social outcome requirements into their contract specifications and tenders.

Priority will be given to businesses who can demonstrate:
- They are a social enterprise that delivers social outcomes
- They have the capacity to increase job opportunities for under-represented groups
- Their business prioritises social impact alongside the delivery of quality goods and services, or
- They are an indigenous business.
